Sir
I am directed by the Earl of Kimberly to State for the information of his Sec. Cardwell, and with reference to your letter dated the 11th April, that his Lordship sees no objection to the designation in the "Army List" of Major Gent Whitfeld as "Lieutenant Governor of Hongkong" his present Commission of Lieutenant Governor.
So long as he had Commission of Lieutenant Governor at any time to be revoked, a corresponding alteration would of course be required in the Army List.
